[FLINK-9417][ Distributed Coordination] Send heartbeat requests from RPC endpoint's main thread
## What is the purpose of the change
This PR try to send heartbeat requests from RPC endpoint's main thread to avoid the faker alive information.

This change is a trivial rework .
