Error - Resouce Bundle error ?

I deployed the strorefront sample application on Tomcat 4.03. I am getting
the following message while accessing from
the browser.

javax.servlet.ServletException: Cannot find message resources under key
org.apache.struts.action.MESSAGE

Any ideas?
