[GH] (texera/feat/8712-turn-on-warehouses): Workflow run "Benchmarks" is working again!

feat: turn on per-user warehouses

Every Phase 0 item behind storage.warehouse.enabled is merged, so the
switch that kept them inert comes on. The comment above it described a
feature still being built; it now says what the switch actually depends
on — the REST catalog, without which the feature stays off regardless.

Closes #8712.
