Apache hangs with CLOSE_WAIT connections after x amount of time. Have tried
2.0.54/5 with no luck. Seems to be a recent problem with various search bots.
When  server is shutdown, it cannot come back up since port 80 is in use. The
children are not terminated correctly and the error log states they are
forecfully terminated. Reboot is the only way to solve the problem. See URL

This turned out to be a problem with Kaspersky Anti-Virus and its network attack
handling. It was causing Apache to hang. After disabling it, Apache no longer hangs.

Sorry for the false alarm. Although it was a royal pain to figure out!
