In AOO version 4.1.1 (on Windows 10) this is still a problem. When I
double-click on a .csv file, the "Text import" file window often opens behind
other window, i.e. non-focused. Since the other windows can hide the import, it
can be hard to find. I am voting for fixing this by making the Import text
dialog open as focused windows.
