Foreign characters not working in 1.3.29

Hi,

I ran 1.3 (not sure which version), and then upgraded to 1.3.29 yesterday. Now,
suddenly some pictures dissappeared from my website.

All those photos seem to contain characters well-known here in Norway : ÆØÅæøå

How to produce this problem:

1. Create a file in htdocs with the filename øø.gif
2. Apache will say 404- not found   when trying to access the file.

Please fix!
