We should probably have it override `getMaximumSize` as well

> The default call to `getMinimumSize` calls `layoutMgr.minimumLayoutSize`. The layout for the toolbar is a `BoxLayout`. `BoxLayout.minimumLayoutSize` returns the combined width of the current buttons, which is effectively the current size of the toolbar, regardless of whether or not any icons have overflowed.
