   ## Description
   - add Apache license header to `config-ui/src/index.html` and `config-ui/src/index-production.html`
   - add `.rat-excludes` file to the repo
   >Apache Rat is a release audit tool, focused on licenses.
   
   `rat` will skip files specified in `.rat-excludes`
