docs/faq-xs.xml doesn't validate

Building docs for 2.3.0 fails because docs/faq-xs.xml doesn't validate against
docs/dtd/faqs.dtd.  The dom3-psvi anchor is not allowed where it's at (between q
and a).  Just removing the anchor element fixes the build.  I think it's safe
because a grep through the source tree doesn't reveal the string dom3-psvi
anywhere else.
