(Chuck sent me the patch).

The new signaling code works, the old stuff was flakey (under HPUX).
all's well here.  830 SIGHUPS at 1 second interval and no sign of a 
wobble from Apache.

To clarify the situation, I was testing the new signalling code on
a httpd with the old code in it (doh!). The new stuff works fine.

...looking forward to a b3 release soon.
