Submitting a patch

Hi,

I have created a JIRA account and I would like to submit a patch for the ticket Rave-654. But I don’t a ‘Create Patch’ option in the ‘More Actions’ menu in the JIRA Issue page. 

Please Help.
Also I have been trying to access https://reviews.apache.org but the site seems to be under maintenance for almost a week.

Hi Viknes,

The 'More Actions' menu has an option 'Attach Files'. This is the option
for uploading patches.
