FYI: Jira email notification delays

: Seen this one instantly. other emails/notifications seem to have upto a 15
: minute delay

yeah ... sarowe and i are experimenting on #lucene-dev, and sarowe has 
brought the issue up on #asfinfra

not sure what's going on yet, but some jira notifications are definitely 
delayed by as much as an hour.
