+1, voted for this issue in JIRA. I'm not really aware of what's going on in the draft specification or in other issues, but in a PHP app I had to do something like SELECT / DELETE / UPDATE (DELETE+INSERT) / INSERT, and found this issue after googling for SPARQL transaction.
