   ### Description:
   Actions have been enabled for our repository.
   This PR changes our CI from TravisCI which has been abandoned by the new company that purchased it to the new system provided by Github.
   
   Addresses #90 
   
   ### Testing Done:
   Ran CI on my own repository to make sure it passed.
