ProcessPayment: Philosophy behind require authorization and auto-approval

Hello,

 

In CheckOutHelper.processPayment, requireAuth is done only in some (somewhat
confusing) conditions and auto-approval is done only if requireAuth is true.
What's the philosophy behind not requiring authorization for all payments
and not auth-approving them? Thanks in advance.
