No issue. Update external resources page
- Commented out CMU repo which is offline since almost forever
- Added ClearTK
- Prefixed Apache projects with "Apache" (cTAKES, OpenNLP)
- Updated DKPro Core links and section
- Added DKPro TC
- Sorted alphabetically
- Removed redundant entry for Center for Computational Pharmacology in favor of BioNLP entry
