Isolated Network with no Services

Is it possible to configure a network offering for an isolated network that has no services? I would like to give the customer the option to create a network that is totally isolated (no L3 connectivity) so that they can bring their own software router/firewall. The isolated network would be connected to other networks via the customers virtual router.

I can create the network offering however it is not listed as an available service when I try to create the network.

Is it possible to configure a network offering for an isolated network that has no services? I would like to give the customer the option to create a network that is totally isolated (no L3 connectivity) so that they can bring their own software router/firewall. The isolated network would be connected to other networks via the customers virtual router.

I can create the network offering however it is not listed as an available service when I try to create the network.
