Merge main into the flaky WorkerSpec input-port fix branch

Updates the branch to current main and carries its single net change, a fix for the intermittently failing input-port assertion in WorkerSpec.

- The input port's AssignPortRequest now passes an empty storageUris list instead of List(""); the stray empty-string URI gave the port one storage URI where it should have none, which violated addPort's size invariant and produced the flaky timeout.
