Hmm... Just because something doesn't get an error message doesn't
mean it will actually work.

I'm thinking that most of the examples you give won't actually work properly
in virtual host context.  For one thing, those LimitRequest* things are applied
before the virtual host is even known.

So perhaps the bug is that apache should be returning errors if these are
found in the virtual host context?

The only one that looks like a documentation bug is Include.  That may
actually work in directory sections (at least to a limited extent).
