**Is your feature request related to a problem? Please describe.**
Situation:
* I have dashboards with tables with row limits.
* End-users are querying data large enough to hit row limits.
Problem: the data is truncated silently -- the end-user has _no idea_ that their data is not accurate.
**Describe the solution you'd like**
Chart view has a clear warning that a row limit is reached. Propagate this up to the dashboard view.
**Describe alternatives you've considered**
None.

NOTE: reaching the row limit isn't always an issue or relevant information, it depends on the type of visualization and the intent/expectations of the person assembling the viz or dashboard.
