ActiveMQ 5 - Specifying a broker's destinations in an external file

We want to specify our destinations in a separate file, so that activemq.xml
file.

So something like:

Is there any such thing? Or any equivalent?

The reason we want to do this is that

1) Virtual Destinations are not allowed 

2) De-coupling activemq.xml and destinations is essential for automated
deployment.
