PHP Generator

One of our customers needs PHP support in Cocoon - which is no problem
because there is a PHPGenerator. This generator is only built if
net.php.servlet is available. Do I have to build that from the PHP sources -
or is it available somewhere? Are there licencing (or other) issues that
prevent it from being included in the C2 distribution?
