Board report

My apologies, but I've left this a bit late.

We need to get the board report ironed out by March 18th (next Friday) for 
the meeting the following week. I've already made a start:

The major bits needed are the subproject news (based on releases or 
promotions):

1.1.5.1. Commons HttpClient
1.1.5.2. Commons Net
1.1.5.3. Commons Transaction
1.1.5.4. Cactus
1.1.5.5. JCS
1.1.5.6. HiveMind
1.1.5.7. Tapestry
1.1.5.8. Tomcat

Lucene are now gone, so I'll cover their move in the Status rather than 
ask them for a subproject report.

The last subproject reports 
(http://jakarta.apache.org/site/pmc/board-report-december2004.html) were 
excellent, so more of the same style would be a real help.
