I have a similar problem when launching Tomcat's Service Manager (tomcat5w.exe).
I don't get console output, but a message box saying "Application System Error.
Access is denied. Unable to open the Service Manager. [OK]". This error occured
each time I logged on my usual account, which is a Power User.
When I runas from command prompt or "Run As.." from Start menu or Explorer with
an Administrator account, things work out OK.
Tomcat.exe seems to be OK even when I use the Power User account.
Environment variables are system-wide, there are no differences between
accounts' PATH or CATALINA_HOME . There might be some registry subtlety - the
only difference I've seen is that the Power User had no branch under
HKCU/Software for "Apache Software Foundation". I had it manually added to the
Power User (complete content, with export from Admn and merge from PowerUser)
and still couldn't launch the Service Manager.
The installer is wrong, autostarting Service Manager for all the users. (there
are Users accounts that cannot control a service AFAIK). But this is another bug
and I will file it separately. Power Users are able to control the services.
I am using v5.5.4.
