[PROPOSAL] Move to gitbox.apache.org

Hi all,

shiro repository is currently located on git-wip-us.apache.org.

This service will be decommissioned in the coming months.

I propose to move to gitbox.apache.org.

I'm volunteer to start a formal vote and, if pass, to deal with infra.

Thoughts ?

Hi Jean-Baptiste!

This is pretty much required, but infra@ does need a formal thread
indicating consensus.  So yes, please start a formal vote thread :)
