The COLSTATUS command will report all replicas as "active" even when the node is not in live_nodes.

To reproduce:
 * Start two Solr instances
 * create a collection with replicas on both
 * issue a "kill -9" to one of the Solr instances.
 * issue the COLSTATUS command
