[I] Unpin the pyarrow builder image [datafusion]
alamb opened a new issue, #14776:

Pinning the image is only a temporary solution.
Obviously GitHub is not going to host those pinned images for ever.
Is there a follow up ticket to fix this?

I don't think there is any reason to require python 3.8. Following pyarrow seems good to me

May I know if it is strictly necessary to stick with python 3.8 ? Can we just run this CI with python 3.9 ?

FYI the `pyarrow` package is already requiring python>=3.9 so I think we should be using python3.9 to run the tests. See: https://github.com/apache/arrow/blob/main/python/pyproject.toml#L37
