"Input" means "Insert"

This might mean: while pressing the key SHIFT, click on each picture with the
mouse in order to select both.

in Calc and Draw/Impress, but not in Writer.

This has nothing to do with the Gallery. The same happens if you insert two
pictures from the Insert menu (Insert - Picture - From File...).
