The problem is the `maven-plugin-plugin` which generates a mojo descriptor with no `dependencyResolution`, but the mojo descriptor uses a default value of `runtime`.

I confirm ....
What I see in logs:
for 3.4.0
```

```
and for

```
I also put plugin version in project `pluginManagement`, tested with phase `clean`
@gnodet @cstamas can you look?
