Could you try testing against he latest release, 2.3.1?

When generating the the project, as described here:

https://portals.apache.org/jetspeed-2/tutorial/01/genapp.html

Run this command, note the 2.3.1 archetype:

mvn org.apache.maven.plugins:maven-archetype-plugin:2.3:generate -DarchetypeGroupId=org.apache.portals.jetspeed-2 -DarchetypeArtifactId=jetspeed-archetype -DarchetypeVersion=2.3.1 -DartifactId=jetexpress -Dpackage=org.apache.portals.tutorials -DgroupId=org.apache.portals.tutorials -Dversion=1.0-SNAPSHOT

I will update the documentation online
