[framework] avalon-framework 4.2.0 RC2

The avalon-framework 4.2.0 RC2 is now available under the following URL:

   http://www.apache.org/~mcconnell/candidates/avalon-framework

The updates between RC1 and RC2 include the resolution of JIRA issue 
AVALON-3 concerning the ConfigurationUtil class posted by Ivan Latysh.
