   ### Summary
   1. rename `refdiff.calculateProjectDeploymentCommitsDiff` to `calculateDeploymentCommitsDiff`
   2. calculateDeploymentCommitsDiff relies on `cicd_deployment_commits` table instead of generating on its own.
   
   
   ### Does this close any open issues?
   Part of #4869
