There are known problems in fop_0_15_0 with this - if your fo:table is inside 
an fo:block (even indirectly) you might get infinite loops.

In our case, the solution was make sure there are no fo:tables inside 
fo:blocks.

Note also that there are a lot of table-related fixes between FOP 0.15 and 
the current version.
