If a Struts module has two struts-configs, and both of them contain a tiles
plugin, the one in the latter struts-config will not be initialized - only the
one in the former.  This seems to go against the convention that elements in the
latter config overload the ones in the former.  It presents a problem when i.e.
a few sub-modules have a common base-module.
