There needs to be a function to refresh/recreate the contents of the project.state file locally.

This is useful in two scenarios: 

1- When you are subscribed to a branch that might be change (e.g. 0-dev)

2- When you don't want to check-in the repos directory, but you want to exactly replicate the contents of project.state for known releases.
