Instead of terminating lastly spawned instances all the time, we need to support termination of any instance in the cluster in any time. For an example, we have five php instances running in the cluster and suddenly the 3rd instance has gone down. In this, Even if the instance is not active, Cloud controller can only shutdown the 5th instance prior to the request from ELB. So that there is less chance for the 3rd one to get killed by Cloud controller.
