[VOTE] SpamAssassin 3.1.7 release

Hi --

by the way: per ASF policies, only PMC member votes are binding for a release,
but we encourage everyone to download, test, and report any issues!

Subject: ANNOUNCE: Apache SpamAssassin 3.1.7 available!

Apache SpamAssassin 3.1.7 is now available!  This is a maintenance
release of the 3.1.x branch.

Downloads are available from:
   http://spamassassin.apache.org/downloads.cgi?update=200610010200
   [DOS: update the date string appropriately upon release]

The release file will also be available via CPAN in the near future.

The release files also have a .asc accompanying them.  The file serves
as an external GPG signature for the given release file.  The signing
key is available via the wwwkeys.pgp.net key server, as well as
http://spamassassin.apache.org/released/GPG-SIGNING-KEY

3.1.7 is a "quick-fix" release; it contains only a fix for one bug,
introduced accidentally in 3.1.6:

- bug 5119: if admins had set rule scores in the site configuration in
  /etc, sa-update would fail.  Back out this change

I suppose, though I think the differences are rare enough that they
could be a side-note.  For instance, the instructions for creating
the Changes file are different for .0 releases, because the previous
.0 version needs to be specified, but that'd be easily available as a
table in the document.

Perhaps having version-specific links for any necessary sections?

BTW: I was thinking that we should move the build/README file into the Wiki.
Anytime we want to make a change we have to go update the same file in
multiple locations.  It'd be much easier to have a single "golden document".

BTW... the 3_1_7 tag doesn't have "$IS_DEVEL_BUILD = 1;" commented out 
(the tarballs do though).  No big deal, but different from other tags.

We really need to stress release testing in the future.  These fast turn
around "oops" releases suck. :(
