Apologize for not being able to proceed this (busy with other stuff). The original requirement comes from a very old patch for stunnel from my side, IMO, that's a rough throttling without distinguishing request header and body, perhaps since stunnel doesn't handle http sm. I'll try to see if it is still a strong needs from customers when using ats, and re-create a general patch if necessary.
