DispatchAction request parameter missing zero-length check

Summary: DispatchAction request parameter missing zero-length
                    check
           Product: Struts
           Version: Nightly Build
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Standard Actions
        AssignedTo: struts-dev@jakarta.apache.org
        ReportedBy: info@hlindqvist.com

When DispatchAction gets name of method from request-parameter it only checks
so the value is non-null but misses to check for a zero-length string.

When using DispatchAction with request-parameter posted using hidden fields
this will result in an MethodNotFoundException.
