fix(alert): preserve cluster scope in native incident correlation

Carry authoritative cluster identity into event and notification labels
without changing existing incident fingerprints. Correlate each incident's
latest lifecycle event before filtering its resource scope so historical
unscoped firing events cannot outlive newer scoped recovery events.
