> Conf used to be in $ACCUMULO_HOME/conf, but now the canonical location is $ACCUMULO_CONF_DIR.  Some code tries to be smart about preferring the new one but falling back to the old one, but there are still a couple code paths that have no awareness of the new one.  They should be updated.
