Comment:

 I've take this as far as I can without further action from the Trac team,
 and I'm not anticipating a response in time for BH release 5 this week, so
 I'm moving the ticket to release 6. Presumably, we'll just remove the
 `contrib` directory from the release as we did in release 4.

 Will there be any problem for us with including all of `contrib` if
 license headers are not added to?:
  * A few sample configuration files, such as
 [http://trac.edgewall.org/browser/trunk/contrib/workflow/enterprise-
 workflow.ini?rev=6324 here].
  * A few one-line shell scripts, such as
 [http://trac.edgewall.org/browser/trunk/contrib/rpm/installscript here].

 I've expanded the scope of trac:#11006 to include files in the `sample-
 plugins` and `doc` directories, and provided patches to add license
 headers to `py` files in those directories. I suppose that those two
 directories should also be removed for [milestone:"Release 5"].

 In the patch for [trac:#10979] I added license headers to several test
 case files. The developers didn't object to that so far, so if that patch
 is committed then I'll probably just open a ticket and provide a patch
 that adds license headers to all files for which they are missing, with
 copyright information derived from the revision history.

I am not sure that I can justify applying that patch but I might be over 
cautious there. We might argue that once the appropriate copyrights and 
licences are asserted in trunk, that would be enough. I don't mind 
hearing opinions on that now but it might be better to wait to see what 
the discussion we need to have is. After all, we can continue to remove 
the contrib directory until we are happy enough.

Yeah, that sounds good. I will try to get the patch sent to the Trac core
in the next day or two, and ask if they will apply it for 1.0.1. Unless we
wish to apply the same patch locally, that would give us a motivation to
upgrade to 1.0.1 (following on our discussion from a separate thread).

That is excellent. I take it that this investigation will assert from 
each relevant author that the source files can be provided with headers 
of a form consistent with Trac practice.

Although I would like to assume that this would effectively be enough to 
resolve the issue, I imagine that this will take some time to complete 
so it may be best to remove the directory for the upcoming release 
during the preparation of the release tarball. If we include a note to 
this effect in our documentation we can point out that these files will 
still be available if required through svn and we can let this issue 
spill over to the next release.
