JMeter currently defaults to retrying once if a retriable request fails.
This does not really agree with the purpose of JMeter to create a specific load
on a server, as the load will vary depending on whether or not a retry occurs.
The defaults for the HC3 and HC4 retry counts should be set to 0, i.e. no
retries.
