[I] Limit displayed operator name and description length in the UI [texera]

### Feature Summary
Currently, operator names and descriptions do not appear to have a display length limit in the UI. When an operator name or description is too long, it may affect the layout and make the operator panel harder to read.
Example:

### Proposed Solution or Design
Add a display limit for operator names and descriptions, such as truncating long text with an ellipsis and showing the full text on hover.

Sounds good. The first part for the operator name has already been done, so you can focus on the description truncation/hover behavior.
