      Component/s: controller
      Description: 
1) Deploy cluster by default
2) Go to Service page, on Hive service tab
3) Change any config and click "Save" (e.g. hive.auto.convert.join.noconditionaltask.size)
4) Instead "Restart", click "Stop" on "Service actions" menu, than click "Start"

*Result:* HCat components on all hosts still require restart, but other Hive components are not.

Fix is to remove the dependency of hive-site from the HCATALOG service.
