[Proposal] Introduce Spring integrations in Apache OpenDAL

Hello OpenDAL Devs,

I would like to propose the creation of a new repository named
`spring-opendal` or, alternatively, a new directory under the
integrations section titled `spring-opendal`. This initiative will
include at least three sub-projects: `spring-opendal`,
`spring-starter-opendal`, and `spring-starter-opendal-reactive`. The
parent project’s artifact ID would be `spring-opendal-parent`.

I plan to submit the code incrementally, starting with an empty module
that includes the necessary dependencies. Subsequent submissions will
include auto-configurations and additional components.

Thank you very much for working on this! I support tison's idea. We can start within "integrations/spring" first.

Sounds good. You can put it under the "integrations" folder now.

Once it reaches the point for the first release, we can consider its
release process. But that should not be a blocker for now.
