I'd like to bump this.

I tried to create users through the web app for the first time today vs the CLI (it's a pain to tunnel into our box that the airflow scheduler runs on) and experienced the same issue.

I searched AIRFLOW-294 in PRs on GitHub and got 0 hits.  Is this something that a PR would be welcome for?

Are other people normally creating all of their users from the command line or some other way?
