   I think you are right. It is an issue caused by etcd.
   
   To achieve HA, we should 
   - use odd control nodes (1,3,5,7...) normally,
   - make sure more than half of the control nodes are Up (1 of 1, 2 of 2, 2 of 3, 3 of 4, 3 of 5, 4 of 6, 4 of 7, etc)
   
   I think this is not a bug.
