[I] Upgrade to spring-web 5.3.30 [iceberg]

### Feature Request / Improvement
dependabot wants to upgrade to Spring 6.0.13 but Spring 6.x requires JDK 17+.
In order to still support JDK8, we have to stick with Spring 5.3.x. Spring 5.3.30 includes important fixes (including CVE).
I propose to upgrade by hand for now.
