Switching without restarting introduces a lot of potential bugs that would only occur in that particular case. We might risk getting LAF-related bug reports, and then always having to say "did you restart first?" before assessing them.

Since LAF changes are done very infrequently, and are fraught with bugs, I'd prefer not giving users the option of switching without restarting.
